Non - Preferential Rules of Origin
Non- Preferential Rules of Origin (N-PROOs) are used to determine the country of origin of goods that are imported and exported without the preferential tariff treatment that comes free trade agreements and other similar programs. N-PROOs are utilized by Customs as well as other public and private sector entities to determine duty rates, compilation of trade statistics, applicability of antidumping and countervailing duties and admissibility requirements. Why this matters to your business
- Non - Preferential Rules of Origin are enforced by US Customs and Border Protection and Customs Administrations worldwide
- Subject to enforcement by Customs at borders prior to clearance and generally up to five years after import/export
- Proper payment of Customs duties, antidumping and countervailing tariffs etc.
- Fines and penalties for non-compliance can be significant
- Help reduce costs and improve competitiveness
Business challenges you may face without this knowledge
- Determining country of origin can be complex
- Overpayment or underpayment of Customs duties and other fees
- At risk for fines and penalties by Customs authorities
- Negatively impact international suppliers and foreign customers from a financial and/or reputational perspective
